Navarra’s Mobile Citizen Service Office becomes a European finalist for bringing public services closer to everyone

Navarra’s
Mobile Citizen Service Office has been selected as a finalist in the 2026
Innovation in Politics Awards for its pioneering combination of accessible
public services, digital inclusion and territorial cohesion.

Innovation
is also about ensuring that public services reach everyone, regardless of where
they live. With this goal, Navarra’s Mobile Citizen Service Office has been
selected from 300 projects across 35 countries as a finalist in the 2026
European Innovation in Politics Awards.

Presented
as “democracy on wheels”, this travelling office brings public
administration directly to municipalities with fewer than 20,000 inhabitants.
It focuses particularly on remote communities, areas affected by depopulation
and people who may face difficulties when accessing digital services.

Since its
launch in March 2025, the initiative has assisted more than 5,000 people,
completed 6,836 administrative procedures and visited 68 municipalities. Its
services include digital identity support, online procedures, document
registration and specialised guidance on areas such as housing, employment and
tax services.

The mobile
unit operates as a fully equipped and highly accessible public office. It
includes step-free access, Braille signage, tactile guidance, audio
descriptions, Spanish Sign Language videos and easy-to-read information.
Assistance is also available in both Spanish and Basque.

This
European recognition highlights Navarra’s commitment to public innovation that
places people at the centre. By combining technology with personalised support,
the region is reducing inequalities, strengthening rural communities and
ensuring that access to public services does not depend on where someone lives.

For
international professionals and families, initiatives like this reflect one of
Navarra’s greatest strengths: a public service model focused on accessibility,
inclusion and quality of life.
