match the current innovation landscape.
Key reform areas include:
- Parity in decision-making bodies,
promoting gender balance at all levels of the R&D system.
- Reclassification of singular entities, enhancing their role within the innovation ecosystem.
- Advance funding for SINAI entities,
including non-profits, to support ongoing activities.
- Establishment of the R&D&I Advisory Council and
the Navarra Innovation Observatory for stronger governance and
oversight.
The roadmap includes drafting in the second
half of 2025, a public consultation, and parliamentary approval by year-end.
The reform aims to maintain Navarra’s position as one of Spain’s top regions in
R&D spending per capita and to establish it as a European benchmark for an
inclusive, coordinated, and equitable innovation system.
