Navarra advances update of Science & Technology Law to reinforce innovation ecosystem

Navarra
is updating its regional Science & Technology Law to strengthen equality,
governance, and investment within its thriving R&D ecosystem.

In May–June 2025, the Government of Navarra
initiated a consultative process with universities, tech centers, clusters,
businesses, and public agents to update Regional Law?15/2018 on Science &
Technology. Through Order 25E/2025, the aim is to modernize regulations to
match the current innovation landscape.

Key reform areas include:
  • Parity in decision-making bodies,
    promoting gender balance at all levels of the R&D system.
  • Reclassification of singular entities, enhancing their role within the innovation ecosystem.
  • Advance funding for SINAI entities,
    including non-profits, to support ongoing activities.
  • Establishment of the R&D&I Advisory Council and
    the Navarra Innovation Observatory for stronger governance and
    oversight.
The roadmap includes drafting in the second
half of 2025, a public consultation, and parliamentary approval by year-end.
The reform aims to maintain Navarra’s position as one of Spain’s top regions in
R&D spending per capita and to establish it as a European benchmark for an
inclusive, coordinated, and equitable innovation system.
