Scoring 103.31, Navarra exceeds both
the European average (100) and Spain’s national average (92.7), ranking as the
fourth most innovative region in Spain, behind Catalonia, Basque Country, and
Madrid. It is also one of only two regions to improve its ranking since 2023.

applications (+63?%), collaboration among innovative SMEs (+24?%), and
patent filings (+13.5?%).
- Economic impact reflected in higher employment in
knowledge-intensive sectors and rising high-tech exports.
This acknowledgment strengthens Navarra’s
