Navarra among 11 European innovation hotspots recognized by the EU

The
2025 Regional Innovation Scoreboard names Navarra as one of Europe’s top
innovation hotspots, underlining its leadership in R&D, tech, and
innovation.

Navarra has been selected as one of the 11
European Innovation Hotspots
in the European Commission’s Regional
Innovation Scoreboard (RIS) 2025
.
Scoring 103.31, Navarra exceeds both
the European average (100) and Spain’s national average (92.7), ranking as the
fourth most innovative region in Spain, behind Catalonia, Basque Country, and
Madrid. It is also one of only two regions to improve its ranking since 2023.

Key highlights include:
  • A 3.34?% innovation index increase since 2023, and 11.21?%
    since 2021, when its Science, Technology & Innovation Plan began.
  • Strong performance in human capital, with high tertiary
    education and continuous learning rates.
  • Growth in R&D investment, business-led innovation, design
    applications (+63?%), collaboration among innovative SMEs (+24?%), and
    patent filings (+13.5?%).
  • Economic impact reflected in higher employment in
    knowledge-intensive sectors and rising high-tech exports.
This acknowledgment strengthens Navarra’s
role as a European innovation hub—a prime destination for international talent
in science, technology, and research.
