The
\nGovernment of Navarra has presented a report on the state of the innovation
\necosystem in the region, based on the Regional Innovation Scoreboard (RIS)
\n2023.<\/span><\/div>\n

<\/span><\/div>\n
This
\ndocument, commissioned by the Observatory of the Social Reality of Navarra,
\nprovides a detailed and comparative overview at both national and European
\nlevel, on the position of the region in terms of innovation, which allows not
\nonly to highlight the achievements, but also to identify those areas that
\nrequire further attention and development. In this sense, the Minister of
\nUniversity, Innovation and Digital Transformation, Juan Cruz Cigudosa, and the
\nGeneral Director of the Observatory of Social Reality, Planning and Evaluation
\nof Social Policies, Txerra Garc\u00eda de Eulate, have highlighted “the
\nimportance of this matter for the future of Navarre” and have underlined
\n“the firm commitment of the Regional Executive with progress, cohesion and
\ninnovation”, In the same way, Garc\u00eda de Eulate pointed out that “this
\nreport seeks to offer elements for reflection on the innovation ecosystem of
\nNavarre and to facilitate a regional innovation policy aimed at strengthening
\nits competitive position within the regional panorama of the European
\nUnion”.<\/span><\/div>\n

<\/span><\/div>\n
The report in four dimensions<\/span><\/b><\/div>\n

<\/span><\/b><\/div>\n
Specifically,
\nthe report, entitled ‘The situation of the innovation ecosystem in the region
\nof Navarra in the light of RIS 2023’, covers four key dimensions: framework
\nconditions, R&D&I investment, innovation activities and impacts.Within
\nthe so-called ‘Framework conditions’, and in terms of human capital, the report
\nhighlights Navarra for its high rate of adult population with higher
\neducation.However, the report points to a downward trend in this aspect,
\nattributed to a generalized improvement in other European regions. In addition
\nto these indicators, the report highlights Navarra’s attractive research
\nenvironment for its ability to attract investors, talent and advanced
\nknowledge, thus driving the development of innovative technologies and
\nsolutions to complex problems.Also in this area, international scientific
\nco-publications show a growing trend, indicating that scientific production in
\nNavarra is increasingly recognized internationally and has a greater impact.In
\nterms of the dimension called ‘Investment in R&D and innovation’, which the
\nreport also analyzes, Navarra is positioned above most of the autonomous
\ncommunities in Spain. At a general level, this indicator demonstrates the
\nregion’s commitment to innovation and, in particular, to funding and public
\nsupport for R&D&I, which have seen improvements over recent years,
\nreaching their best position in 2023.In fact, according to the latest available
\ndata for 2021 available to the Department of University, Innovation and Digital
\nTransformation, Navarra made an investment, both public and private, in innovation
\nof 389.9 million euros, which was an increase of 6.4% over the previous year
\nand reached 1.9% regional GDP. As for the dimension focused on `Innovation
\nactivities` Navarre leads in Spain in terms of intellectual and intangible
\nassets, such as patent applications, trademarks and designs, but the report
\nhighlights the need to continue working to compete with the leading regions of
\nEurope in this aspect. Finally, the report also analyzes the `Impact of
\ninnovation` on the economy, society and the environment, noting that the region
\ndemonstrates an effective use of its innovative efforts in terms of sales and
\nenvironmental projection; however, it also identifies the generation of
\nemployment through innovation as an area for improvement.<\/span><\/div>\n

Recommendations<\/span><\/b><\/div>\n

The report
\nnotes the progress made in recent years in many of the dimensions linked to the
\nRIS, placing Navarra in a leading position in many of them. Finally, the report
\nproposes a series of recommendations on innovation, such as maintaining and
\nstrengthening funding and support for innovation and research, taking advantage
\nof the resources of the ERDF 2020-2027 program and Next Generation funds, with
\na special focus on the sectors highlighted in the Smart Specialization Strategy
\nof Navarra (S4). Similarly, among the recommendations, the text highlights the
\nneed to continue with the incorporation of professionals in innovation work, at
\nall educational levels, and promote digital skills, especially in less
\nqualified sectors or with difficulties of access to employment, increase
\nincentives to universities in Navarra or promote process innovation as another
